New test check that it is possible to specify a
non-standard option within a host declaration.

These tests check that it is possible to specify options
for hosts.

    - createGlobalDhcp4ConfigParser() - creates ClientClassDefListParser
    for "client-classes" element
    - configureDhcp4Server() - runs the ClientClassDefListParser against
    the "client-classes" element

    Added new tests for parsing client class definitions:
    TEST_F(Dhcp4ParserTest, clientClassDictionary)
    TEST_F(Dhcp4ParserTest, invalidClientClassDictionary)

    Added global "client-classes" element

 - getters/setters implemented in Cfg4o6.
 - extra space removed.

As some incompatible changes have already been made to the hooks
interface (removal of the setSkip method), it seems pointless to
support both old and new hoos-libraries syntax.  These modifications
remove support for the old syntax.

 - a lot of dead code removed from command_interpreter.cc|h|tests
 - unit-tests an el() function now have comments
 - comments improved (added for constants, cleaned up for functions)
 - copyright years updated
 - unnecessary includes removed

Also fixed a couple of failing unit tests.

- Documentation for reservation-mode added
- spec files updated
- unit-tests for HR no longer use eth0 or eth1
- @todos added when allow_new_leases_in_renewals_ is expected to be used
- HR unit-test no longer uses at()
- Copyright years updated
- getOptionalParam() used when handling reservation-mode
- hrModeFromText() moved to SubnetConfigParser
- hrModeFromText() starts with lowercase and has its documentation expanded

Also, renamed interface-config to interfaces-config (plural form).
