Change NSEC3PARAM TTL from 0 to non-zero
Low TTLs are more susceptible for attacks, and adversaries can abuse zero-TTL records in their attack. Change NSEC3PARAM TTL to something non-zero (value TBD).

### What is the expected *correct* behavior?
Some obvious ZONE_LOCK happens to processed zones. If there is alternative protection against changes in zonemgr, please point me to it. I could not find how it is supposed to protect against invalidation of pointers. Does it mean named would never remove any zone from zone manager during normal runtime, where render_xml events are handled?

### Possible fixes
It is quite possible the problem lies in bind-dyndb-ldap plugin. It tries to imitate most of behaviours of real named configuration from text files. If provides zone definitions stored in LDAP. Unlike normal named it allows adding also forward zones runtime without a reconfiguration. I suspect that might be related, because such functionality is not possible (I think) even in the latest BIND9. If those were done by wrong design, please could you help making it more reliable?
- [dns_zt_load](https://gitlab.isc.org/isc-projects/bind9/-/blob/main/lib/dns/zt.c#L267) uses read lock as a protection.
- [bin/named/server.c](https://gitlab.isc.org/isc-projects/bind9/-/blob/main/bin/named/server.c#L11368) does not use such protection. I am not sure why, but that seems error to me.

We have not documented our expectations for BIND's operational performance when this behavior is triggered, nor do we have any system tests that attempt to verify that BIND is continuing to behave as we expect.

The current overmem cleaning behavior, as I understand it, is that when a new entry is added up to two other entries in the same hash bucket are flagged with `ENTRY_IS_DEAD`. This makes a semi-arbitrary choice based primarily on the convenience of not needing to acquire any additional locks.
This method, though, can cause significant impairment for a resolver.
For example, consider a zone is served by two servers - one with low latency and EDNS support and the other with high latency and broken EDNS support.
It is most likely that these two entries will fall into different hash buckets, and theoretically each of those hash buckets have the same chance of triggering the overmem cleaning by having a new entry added to them.
This means that there's a 50% chance that ADB will "forget" about the preferred server. Then, until the ADB for the other address either expires or is likewise purged, BIND will exclusively use only the high-latency server with broken EDNS support.
One of the first tasks on this issue will be attempting to identify a full set of desirable characteristics for the overmem cleaning behavior.
