Make BIND compile and pass tests on Alpine Linux

Alpine Linux is a Linux distribution employing musl libc. It is commonly used as a base for creating Docker containers due to its tiny disk space requirements. Continuously building and testing BIND on that distribution would be helpful for ensuring portability of BIND source code.
