Algorithm rollover is stuck on publishing DS

The keymgr logic prevents to introduce the DS record (move it to RUMOURED state) because it thinks that will move DNSSEC into an invalid state.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
