Race condition with dnssec-policy, same zone in different views

When configuring a zone in multiple views with the same dnssec-policy a race condition exists for running the key manager on the policy. This may result in a duplicate set of keys when the key manager runs in parallel for the different views.

To fix, lock the kasp structure during key lookup and key management.
