support outgoing TCP connections

The adaptation of rndc and other tools to use the netmgr requires it to be able to establish outgoing TCP connections. This will be needed for multiple features in 9.17 and also 9.16 when DoT and DoH are backported.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
