Remove isc-hmax-fixup.exe-BNFF from win32utils\Configure

[master] remove isc-hmac-fixup

4797. [func] Removed "isc-hmac-fixup", as the versions of BIND that
             had the bug it worked around are long past end of
             life. [RT #46411]

Since isc-hmax-fixup.exe is no longer part of Bind 9.12/9.13, the following line can be removed from win32utils\Configure.

print LOUT "isc-hmax-fixup.exe-BNFF\n";

However, it seems the isc-hmac-fixup removal was not backported to Bind 9.11 (9.9 and 9.10 EOL soon) so this fix should not be applied to the 9.11 branch.
