Update serve-stale configuration defaults

Update the defaults to the RFC 8767 recommended values (stale-answer-ttl 30, max-stale-ttl 1d, stale-refresh-time 30s or higher).

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
