Making netmgr callbacks asynchronous-only crippled performance

!4386 (merged) caused a 40% performance drop in all tested Perflab scenarios:

Fortunately, that MR was only merged into main so far, but this problem must be addressed before recent netmgr changes are backported to v9_16.
