inline-signing documentation doesn't match reality

inline-signing is documented as being inherited from options / view but is only accepted at the zone level.

I think the current behaviour (only effective at the zone level) is sensible and intend to fix the doc (if needed) after moving to the correct cause set in namedconf.c
