Change stale-answer-client-timeout default to off

Using "stale-answer-client-timeout" turns out to have unforeseen negative consequences (see e.g. #2594 (closed)). The team is in agreement that disabling it by default is a prudent thing to do for the time being.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
