rndc reconfig does not act on change to zone-statistics

A customer has noticed that when they add 'zone-statistics full;' into the named.conf file and then issue 'rndc reconfig', the resulting 'named.stats' file produced on issuing 'rndc stats' is still the 'terse' (default) output. Restarting BIND does implement the desired change. It had been expected for the reconfig to accomplish this change as well.
