Release checklist for BIND is missing a step for the official docker image
Summary
The release checklist used for BIND releases (see eg #2893 (closed)) does not have a step for publishing the official docker image, and new versions of said docker image seems to generally not get released unless users voice complaints.

Steps to reproduce
- Observe that a new BIND version has been announced by ISC
- Try to redeploy your containers to get the new version
What is the current bug behavior?
There is usually no new docker image available
What is the expected correct behavior?
There should be a new docker image available as part of the release

Possible fixes
My thinking is that if this step is added to the release checklist, whatever issues cause the docker image to not be published will be found internally by ISC and fixed.
