Remove workaround for server mishandling NOTIFY with SOA record in ANSWER section

In d39e5617, a workaround was added to retry sending NOTIFY without SOA record when the peer would return FORMERR. This is no longer needed.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
