Add latest DNS RFCs to doc/arm/general.rst

Some new RFCs have been published (and listed on https://www.isc.org/rfcs/), but they haven't been added to the ARM list yet.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
