[3/5] Catalog zones change of ownership (coo) support

Catalog zones change of ownership is special mechanism to facilitate controlled migration of a member zone from one catalog to another.

It is implemented using catalog zone property named "coo" and is documented in DNS catalog zones draft version 5 document.
