Remove unused random-device statement from named.conf

As far as I can tell, random-device statement in named.conf grammar does not do anything since !269 (merged) (9.13.0). At the same time it is not marked as deprecated or obsolete in the config.

Proposal:

  • Mark it as obsolete but still accepted by the parser in v9.16 and v9.18
  • Remove in v9.19
