Check _dns SVCB records additional constraints in primary zones.

_dns SVBC records are required to have an ALPN. Additionally check that dohpath is present if a HTTP version (h2, h3) is found in the ALPN indicating that DoH can be used. Check this for when loading/updating primary zones. Note the _dns label may be proceeded by an _port label when an alternate port is in use.
