Formally deprecate "BIND 8 only" configuration options

Some of the BIND 8 references in the ARM are to options that were supported in BIND 8's configuration syntax but are ignored or otherwise have no effect in BIND 9.

I propose that these options should be formally deprecated and (at some point) completely removed.
