Recursive clients values different in rndc vs stats channel

In version 9.16.33-S1 (possibly others?) in some circumstances, "recursive clients" as reported by "rndc status" and "RecursClients" reported by the statistics channel can sometimes be very different. Reported by customer in https://support.isc.org/Ticket/Display.html?id=21319
