fully remove DSCP

This is a continuation of #3773 (closed), which marked DSCP as obsolete and removed the vestigial implementation code in 9.19 and 9.18, and marked it deprecated in 9.16. For 9.19 we will now remove the remaining DSCP parsing code and make configuration of DSCP values an error.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
