As anticipated in https://gitlab.isc.org/isc-private/bind9/-/merge_requests/442#note_328040, this seems not to work all the time.

I could not figure out from named.run whether the newely added update-quota 1; actually worked, so making this issue confidential to be on the safe side given that it's CVE-2022-3094 test.
