Add a built-in ipv4only.arpa default zone.

Add the ipv4only.arpa zone with the well known contents with similar constraints to empty-zones.

Check that DNS64 appropriately modifies the contents if configured.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
