Deprecate and remove (root-)delegation-only

The delegation-only and root-delegation-only options were introduced as a response to the "SiteFinder" incident, as it can be seen here and here this created more problems than it solved and the options should be deprecated and removed; possibly in the expedited way.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
