[ISC-support #22037] rndc times out in 30 seconds when using BIND 9.18.11

A Support customer is reporting that 'rndc' is timing out in 30 seconds, where the timeout was previously 60 seconds. Their complex configuration and multiple catalog zones creates a requirement for more time for a reconfig.

As mentioned in the BIND/Support meeting on 3 May, it may be possible to backport the 60s timeout from 9.19.
