Extend EXPIRE opt support into xfrin.c

Transfers from secondaries should include an EXPIRE option. If returned adjust zone expiry times and file modification times. We currently return this with AXFR and IXFR responses if requested. Adding the OPT record and EXPIRE option should use the existing controls we use for SOA/UDP refresh requests.
