10-20% performance drop in certain Perflab scenarios after splitting up RBTDB

Perflab scenarios "1M RRs", "1M delegations", and "root zone" show a 10-20% performance drop after merging !7873 (merged) into v9.19. In the "root zone" scenario, the variance of results seems to be all over the place as well.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
