Increase FORMERR coverage in message parsing

While working on #4234 (closed) we tested various FORMERR paths to ensure there were not other issues there. These were moved to a separate branch at the time as it was not in the scope of #4234 (closed). Merge that work.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
