Add 6to4-self style rules for /64 to /48 nibble boundaries

These are intended to allow ISP customers to add reverse delegations for IPv6 prefix delegated space.

Note general /48 is already supported by 6to4-self that rule is a misnomer for those prefixes.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
