Implement ZONEVERSION

Implement zone version as described in https://datatracker.ietf.org/doc/html/draft-ietf-dnsop-zoneversion

  • - extend OPT parsing to handle ZONEVERSION in particular type 0
  • - extend message code to display ZONEVERSION in requests (zero length EDNS option) and responses
  • - extend dig to be able to request and display zone version
  • - extend named to return zone version
  • - extend named to request zone version
  • - record zone version with responses so that it can be dumped
