fcount_incr(, true) in dns_resolver refactoring went wrong

The fcount_incr() refactoring took a wrong turn at some point and calling fcount_incr(..., true) exists too early instead of looking up the counter, and forcibly incrementing the counter -> this could lead to going over the configured limit in 9.19.
