The statschannel tests fail if one of libxml2 or json-c is configured

The code to determine if libxml2 and json-c are configured is wrong. The variables need to be in double quotes.

Additionally _wait_for_transfers unconditionally attempted to download the statistics rather than checking if they should be available.
