doth, forward, notify, and nsupdate system tests fail to start BIND servers built with the FIPS mode enabled with the dhparam-file "../dhparam3072.pem"; stanza present in named.conf on Oracle Linux 9.5 FIPS with OpenSSL 3.2. It works on Oracle Linux 9.4 FIPS with OpenSSL 3.0.
