[ISC-support #13620] create 'destination-port' option for 'server' statements

Description

There are times when it is known that the DNS server on a specific address is listening on a non-standard port, but not all of the places where a server can be specified allow an explicit destination port (though some do).

Request

Before opening an outbound connection BIND already has to look up the destination address in a table of some sort to know if the configuration specifies things like 'bogus' or a source port to use. This seems like the perfect place to add an option to configure a 'destination-port' for that address.
