Re-format ARM into Markdown format?

I propose we translate the ARM into markdown format (we can argue about the flavor of markdown). This would enable us to display the docs on a web site more neatly, (like https://themes.gohugo.io/theme/hugo-theme-learn/en or https://themes.gohugo.io/theme/docuapi/ or https://themes.gohugo.io/theme/hugo-theme-learn/en).

  1. Who and what are dependent on our current format, that might be inconvenienced or broken if we change it? I assume a migration would involve at least 3 steps:
  2. running the current xml through a translation application,
  3. manual cleanup because not everything would translate,
  4. and a review

Marketing (myself and or Suzanne) can to at least step #2, and possibly step #1, depending on where/how we do it. (I expect it would be easier for sweng, but I am willing to try).

We could do this in January, between 9.13.4 and 9.14.0. What do you guys think, is this potentially worth the effort? It would also mean that going forward, we would be maintaining it in .md on gitlab.
