memory leaks no longer being caught by system tests

When issue #745 (closed) was merged, stop.pl stopped noticing when named aborts during shutdown. Consequently tests could appear to have passed despite memory leak issues.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
