Update contributors guide and move it at top level, so it's recognised by GitLab

GitLab can recognise file called CONTRIBUTING.md at the top level, we should move doc/dev/contrib.md to this more visible place and update it with up-to-date information.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
