Enable RDATA truncation in database dumps

This MR is a revised and (hopefully) improved version of !1950 (closed) and !5063 (closed). Instead of cramming everything into a single commit, it incrementally "builds" the new rndc dumpdb -truncated feature from smaller, self-contained chunks of work.
