Fix build failures on Debian sid

Ondřej Surý requested to merge support-softhsm-2.4.0 into master
  • Use SOFTHSM2_CONF environment variable instead of SOFTHSM_CONF to fix failures with softhsm 2.4.0
  • Use stock clang compiler in Debian stretch as Debian sid clang-6.0/clang-7 has broken stdatomic.h
