[9.20] new: usr: Update bind.keys with the new 2025 IANA root key

bind-team-rw-api-rw-repo requested to merge backport-4896-update-bind-keys-9.20 into bind-9.20

Add an 'initial-ds' entry to bind.keys for the new root key, ID 38696, which is scheduled for publication in January 2025.
