QNAME Minimization

Implement QNAME minimization and enable it by default.

Ensure that nothing breaks, by:

Have a proper fallbacks when QNAME minimization fails
Introduce inter-resolver comparison testing
Add a workarounds module that would allow disabling various features for DNS subtrees
