dhclient doesn't receive DHCP offers from kernel ("No DHCPOFFERS received")
Describe the bug Once in a while, dhclient sends DHCPDISCOVER but never receives any replies. This causes the machine to fail to acquire an IPv4 address.
To Reproduce Steps to reproduce the behavior:
- Boot a machine running Debian 11 with isc-dhcp-client 4.4.1-2.3.
- Wait a minute or so, and observe logs like:

debian dhclient[334]: No DHCPOFFERS received.
Expected behavior Machine comes up with IPv4 address assigned.

Which features were compiled in: not sure. It comes from the official repos: https://packages.debian.org/bullseye/isc-dhcp-client
