Server Overrides for ORO For DHCPv6, Similar to Parameter Request List in DHCP?

Hello!

I want to be able to override ORO for DHCPv6 the same way you can use parameter request lists in DHCP to send DHCP options that weren't solicited.

An example use case would be in testing adding options to a DHCP server, it's useful to be able to blast over whatever DHCP options over the wire without messing around too much with the dhclient between every add, seeing the results in Wireshark. Also, you could imagine if you were trying to migrate to DHCPv6 and you relied on the parameter request list in DHCP, you might not have an obvious route forward.

Is it intentional that you cannot override ORO in the server? If I were to add support for this, would this be something you would potentially want to merge?
