automated ha tests

Merged Wlodzimierz Wencel requested to merge ha-tests into master

old and new tests for HA now automated in new location.

  • Tests test_HA_load_balancing_both_scopes_for_secondary and test_HA_load_balancing_both_scopes_for_primary may fail. I should open a kea issue to discuss this
  • it takes up to 2h to run all new tests
