add docker compose

The idea is to prepare docker-compose file (and/or script) to build and prepare images of [kea-dhcp4 + kea-dhcp6 + PostgreSQL].

This package should work out of the box.

This solution will be useful for customers who need to set up a simple DHCP server with minor config tweaks or have a ready-to-go server for virtual lab environments.
