move release notes to a hidden div

pre-load release notes in a hidden div. Toggle this div by clicking the version number or by clicking a close link or x or something on the resulting release notes div. This is good practice for the confirmation div on click of start over that will be worked on later.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
