tune host reservations ancillary configuration options

As noted here, https://kea.readthedocs.io/en/kea-2.4.1/arm/dhcp4-srv.html#fine-tuning-dhcpv4-host-reservation there are options to make Kea perform better by restricting reservation lookups based on where they appear in the configuration. Cause kea-quick-config to make some of these decisions based on where the reservations are during the output of the configuration.
