Adds configuration support prefix delegation pools in IPv6 subnets to b10-dhcp6.

This is a generated file that should not have been in the repo.

Added additional unit tests, a starter section to
the user's guide for b10-dhcp6 prefix delegation
configuration and various cleanup.

Added the ChangeLog entry and fixed a minor clang complain in dhcp6.

Extracts the d2 finite state machine implementation from within
d2::NameChangeTransacation into its own class d2::StateModel.

Added empty implemenation of StateMode::onModelFailure and
renamed event and state boundary constants.

Added entries to dhcp6.spec file to allow a list of prefix
delegation pools to be defined for subnet6 entries, along
with the necessary parsing logic in dhcp6.

to add check for python sqlite3 module

This commit replaces the state specification mechanism in d2::StateModel
with one derived from LabeledValue and LabeledValueSet.
