Changes also applied to Kea6 (where applicable).

Got rid of nodistdir and used noinst_ instead of nodist_
for dhcp hooks tests

Also use -rpath /nowhere as a hack to trigger libtool to not create a
convenience archive, resulting in shared modules.

Server now starts D2ClientMgr send mode after configuration if updates are
enabled, and provides an error handler to intervene if D2 communications fail.
Added new unitests in d2_unittest.h and .cc.

 - pkt6_receive, subnet6_select, lease6_select, pkt6_send
 - framework updated
 - some unittests implemented

This reverts commit e6ba20b0, reversing
changes made to c9ba8373.
