Update the documentation for lease4-add and lease6-add to include the status field

The descriptions for lease4-add and lease6-add don't specify if the status field can be set as part of creating a lease, although it turns out that the status field can be set quite happily - so this needs to be documented.

(The use case is that in some circumstances, it might be necessary to restore a damaged or lost lease database - in which case it will be necessary to add leases that are in a state other than active.)

The next problem then, is in knowing which value corresponds to which status. It's pretty clear from the code itself, but it's not documented there either.

To upload designs, you'll need to enable LFS and have admin enable hashed storage. More information
